I found an iphone 4 from verizon i just wanted 2 know if i can activate it with verizon prepaid, contract or i can't activate it?!

Yeah, the owner of the phone probably reported it lost or stolen and it has since been blacklisted from verizon networks. Best bet is to get it unlocked or flashed to another carrier if you are the type of person to steal from a complany.
you SHOULD return it to verizon so they can get it back to the owner since there may be some family pictures or something on it they might want. Do the right thing.
