I lost my iphone 4s if a thief restores it can they use it?

I have Verizon as a service provider and stupidly didn't have a pass-code lock or restrictions on the find my iPhone app.

Yes, a thief would be able to use your phone. Call Verizon immediately and tell them that you have lost your phone. I think what they do is cancel your contract so the thief is unable to call or text on your phone, which would cause a large phone bill that you would have to pay. If you get another iPhone, make sure you download the Find my iPhone app and put a password on your phone.

They don't have to restore it if you have no restrictions on it. They can just use it.

If you call Verizon, they will suspend your service and blacklist the phone. The thief will then only be able to use your facebook, email, imessage, etc over Wi-Fi
