How does that tell his parents anything? Do you beep in morse code? The horn has a serious purpose, for use in emergency or to prevent accidents only. Anything else is mis-using it, and liable to disturb or distract other drivers. Mind your own business.

NO - as a so called professional driver, your attention is to be on the roadway, as well as scanning… Maybe you were not taught those things

Does the kid appear to be quiet? Is the kid safely strapped into his seat? Is he calm? If all your answers are yes then the parents have attained "travel bliss". Do not interfere.

From where I'm, it is a crime to be even just holding a phone while driving. We have this Anti-distracted Driving Act which was already passed into law recently.

No because he wasn't doing anything dangerous and besides he was probably allowed to watch it.
