I want to downgrade iphone 4 ios 7 to ios 6 or 5?

Can someone tell me which version I can downgrade my iphone 4 ios 7 which I updated it
because after installing instagram I can't upload image to the instagram, I can only take photos or videos recording,

the icon of uploading images don't appear, that why I want to downgrade to lower version such 6

Unfortunately, you can't downgrade from iOS 7 to iOS 6. There was a brief ~1 week period immediately after the release of iOS 7 when Apple was still allowing users to restore their previous backed-up iOS 6, but they stopped allowing it.

Some claim to be able to downgrade, but I'd be very skeptical.

Unfortunately, you can't downgrade back to ios 6 once you've installed the ios 7 update… And that too on an iphone 4
Apple doesn't allow you to go back, your only way is to use the ios 7.

As far as Instagram, try uninstalling & reinstalling the app to solve that issue. It works the same on an iPhone 4 as it does on the 5s both running iOS 7
