Is it safe to buy iphone 5s in customs. I find it very cheap thts y i'm opting this option… I dnt know what are the risks in it? Could you please refer me what are all the risks of getting an iphone in customs.

It is completely safe. Many of them also buy unwanted baggage in a hope to find something very valuable inside it.
Now coming to your question Most of the international phones are locked by major carriers, who sell the phone for cheap provided only that particular network can be used on the phone.
But then again, if it was locked phone, then no one would get it to India cause it will be a total waste. Even though the risk factor is less but there's a chance of getting a locked phone.
