Nope, make sure its wiped (meaning icloud ID wiped off it) before you pay for it or you will be sorry.
Sounds like you're on about an iCloud lock which is an Anti-Theft feature and can't be removed/bypassed unless the owner unlocks it with their email and password. It would be useless if you could bypass it
Only after you get through theirs, which you wouldn't be able to do, so unless you can contact that previous owner you may have been scammed.
