If i bought my iphone 4s before 01/26/13 can i unlock it legally?

I don't know what the new law means, does it mean if phones are purchased before 01/26/13 can still be unlocked legally or it means all phones (including phones purchased before) can't be unlocked legally after 01/26/13? Anyone help me! Please, coz i have a old iphone 4s which i want to unlock

Just SIM unlocking in general is illegal unless you completely paid off the subsidy on your iPHone 4S, After that, then AT&T should provide the unlock code since your phone is completely unlocked at that point.
