You'd have to have been very, very, very deeply hacked to still be tracked after the SIM is taken out. I'm talking beyond NSA hacking. The track-able connection is gone once the SIM is out (assuming Wi-Fi is off), but, if you had it in for a time and someone decided to track you, they could have set up very rigorous hacking parameters that allow them to control your network settings. This is very unlikely though, unless you're some sort of KGB spy.
