It depends on what lock it has.
If it's SIM locked, meaning that it only works on one carrier, you'll have to get the original carrier to unlock it.
If it's iCloud locked, then it's impossible.
If it has a passcode lock, then you can put the phone in DFU mode and restore, and hope that it's not iCloud locked.
If icloud locked then you are basically getting scammed.
Try a hard reset
If by locked you mean carrier locked, then yes. Though depends on the iPhone in question in some cases.
If you meant iCloud (Activation) Locked, then no. That's a security feature & the only way around that is putting in the asked for password.
