IPhone 4s is water damaged.it makes noises as if on, but the screen won't work?
Once it got water damaged the camera flash went on. After putting it in rice, we went to charge it. Now it will turn on and people can call. But the screen isn't on. If I replace the whole screen, will it work?
It is not guaranteed but it is your best bet. When you replace an iPhone 4s digitizer you have to replace the LCD as well because they are glued together. Also it is a very technical repair and I would advise you to have it replaced for you. It would cost at least $55 to buy the replacement screen and do it yourself or you could get it done for around $89 at a retail store (not apple) We have a place near me called iquerepair that I would highly recommend but be careful if you go somewhere else, I have heard horror stories of people stealing internal parts and putting the broken part back in your phone, you would have no proof and would be S. O.L. Apple charges $200 but at least you would know it is good.
You really only have three options at this point. What's happened is the water damaged the inside of the phone but sometimes you can get lucky if you dry it out. Do not use a blow dryer, that can damage it further! Instead buy some rice, enough to submerge the phone completely. Put the rice (uncooked of course) in a container and submerge the phone in the rice. Let it sit for about 24 hours (this really depends on how wet the phone got, longer times may be needed). The rice acts like a sponge absorbing the water. I find if I place the container of rice with the phone on top of the refrigerator it seems to work better. Your second option is to find someone locally who can repair the phone. You last option is to contact APPLE. This will be your most expensive option as inside the phone is a strip of paper that changes color permanently when it gets wet letting the APPLE technicians know it was water damage, voiding your warranty. For future reference there's a product that let's you basically coat the phone all over, acting as a water shield. I have not found it in any of my local stores but you can order it online.

- Should I be worried that my charger makes high pitched noises? So I have an IPhone 5c and I recently bought an off brand charger and I made a discovery. When the battery gets near charged and is not being used, the charger emits a high pitched hiss until I either unplug the device, or start to use it. It does not make weird noises when I play it without headphones; but only when I plug something in to privately listen to music and etc. I don't think the earbuds/headphones are the problem because I recently used new ones, but it still makes crackling noises
