IPhone XS max takes very dark picture in dark rooms even with flash?

My wife just got me the new iPhone XS for my birthday and I wanted to take a picture with the flash in a nearly pitch black room but realized that all the pictures came back very dark even when I used flash. Is there a way to take regular photos with the flash actually staying on when it takes the photo like any other phone?

The problem with your idea is that even if the flash stayed on,
the shutter would not stay open long enough.

If the shutter Could be made to stay open long enough,
you would then have to put the camera on a tripod or similar support
so that it wouldn't move during the exposure and blur the image.

And THEN the picture would have to be of a motionless subject,
again to avoid blurring the image.

Lastly, if the subject is motionless, why not use room lights
and take a shorter, easier-to-make exposure?

So, unless you are trying to take pix of roaches and rodents
scurrying around in your kitchen in the middle of the night,
I think you are pursuing a practically impossible goal.
