4GB as to what? Not internal memory - the iPhone 4 base model is 8gb. If you're talking about monthly data, there are data plans as low as 1GB/month - is that what you're asking? Whether you can get by on 1GB/month depends on how you use it.
There was only 1 4GB iPhone & that was the original back in 2007 which was quickly replaced with the 8GB model. So up to the iPhone 4 the lowest GB you could get is 8GB.
As far as if it is enough it depends on what you plan to put on it & use it for.

Like the other answer, the base model has 8GB of internal storage, also I have no idea how much actual storage this equates to.
As for data, depending on how much you use, I would think at least 1GB is useful.

- Would 4gb of data be enough for me? I plan on getting the iPhone 5s sometime within the next 2 weeks or so. With AT&T if it makes a difference. I currently have sprint with unlimited text and data. Since AT&T doesn't do that anymore with data i have to settle for something else. My sprint 3G data is listed at 1, 360, 072 and my sprit 3G data roaming is at 3, 211 both are in KB and I have about another 25 days in my billing period. Would 4gb of data be good for me so I don't go over?
