You could try the old fashioned technique by putting the phone in a sack of rice for a couple of weeks while it soaks up the moisture.

It depends on if you turned it on. The problem is that if anything damaged the intricate circuitry, the damage is permanent unfortunately. The best thing to do with submerged electronics is to leave it alone for long enough for it to dry completely. This is why rice works. It's not actually a very good desiccant, but it keeps you from fiddling with your device.
