Is it possible to make my iPhone 5c think that I'm in England, when I'm actually in France?

Note: I'm not talking about VPN for internet browsing… I'm talking in terms of making phone calls and sending texts - and being charged the same as I would in England (meaning that I have unlimited calls and texts).

Is this possible?

Also note, I'm not intending on actually doing this as I'm not even sure whether that would be legal - I just want to know if it's possible.

It's not illegal to use a French network. You don't even need to 'make your phone think' somewhere it isn't… You can phone up a French phone company and request that service. People who have family in other countries use this service; but it's often MOD phones who have access to foreign antennas and/or are allowed to use English phone towers for multiple countries. A phone company who has telecommunication towers in multiple countries is Vodafone… Orange do too and shall be useful to you… The service itself shouldn't cost because you're just using the network as usual. Depending on who you get through to, they might say it costs more money to send an electrical current on a wire or they might say we'll put you on a different package for free; however they're more likely to listen to the arrangement if you have family, business, friends in France. Remember Skype exists as a smart phone application too and everyone can send text messages on there for free.

No. Your cell phone books in to the next available cell and exactly knows where you are. Roaming surcharges in member states of the European Union by the way recently have been declared to be illegal. If those new tariffs, meaning that your home contract is valid all over the EU, already are in effect, is not known to me however.

It's legal if you're using VPN. But you can't use call-text-cellular data even using VPN.
