Yes, I don't know how large of a file you're transferring but what I would do is
1. Plug in USB into a pc or Mac
2. Download the file to a folder on my desktop
3. Then unplug USB
4. Attach USB cord to sync iPhone
5. When the window for options on what to do with your phone try and download it that way.

or just email a copy to yourself and pull it up on phone and save it that way.

I don't see why not. Just put it on a computer & then into iTunes & then into the iPhone. Or could go on a computer & email it to yourself
