Is my phone iCloud locked?
I recently purchased an iPhone 6 Plus with a locked passcode for a decent price. The seller tells me that it's not iCloud locked but here's the the pop-up.
On the main screen it reads:
"! APPLE ID VERIFICATION" "Enter your Apple ID password in Settings"

- How to activate a iPhone iCloud locked phone? I'm looking for a new phone and I see cheap ones on eBay but they are iCloud locked which I have no idea what it means but the prices are too good to beat how could I activate it if I were to buy one of the phones?
- Found iphone 5s is icloud locked and owner phone number is out of service? So I found this iphone 5s while walking home from school. So when I turned it on it says this phone has been lost to please contact the owner and this number. So when I called the number it showed out of service. So there's no way to get in contact with the owner. If I take the phone to a apple store, can they unlock it for me so I could use it?
- Use current phone SIM card to activate old iCloud locked phone? I found my old iPhone 6 and I have a new iPhone 6. I don't know where the Sim card is for my old one. Can I use the same card from my current iPhone 6 and put it in my old iPhone 6 to activate it and then take it out? After I activate it will I be able to take out the Sim card and put it back the my current phone and have two WORKING phones (one with out and with SIM card) without it deactivating or messing up my current phone?
- Buying a phone that is iCloud locked? I recently found a phone and they claim everything works great though when you turn it on it says "iPhone is disabled connect to iTunes". Is it possible to get it working again? Would you have to use the iTunes account that was already on the device?
