That's the fee that you pay up front for the phone when getting a contract. You're basically paying for the phone with the contract. You can't get the phone if you don't get a contract with it.

Yes, with a 2 year AT&T, Verizon, Sprint contract. You also have to pay the activation fees as well as 2 years of voice/text/data plans. The actual phone alone is $199 though.

If you're getting it from a carrier like Tmoblie or Verizon or whatever. Yes. But that's if you get t with a two year contract. It's like 600$ something unlocked
