I don't think that apple allows tethering apps on to the app store because there have been some that were pulled immediately.
If you jailbreak I belive there's an app called mywi, if you want to jailbreak just search it on youtube. I'd recommend it from experience with jailbreaking
There's no app in the app store to tether, Apple would never allow that. However, if you jailbreak they're several options available in Cydia. Mywi, PdaNet, and tetherme are a few of the well known ones. Some of the tethering apps cost money, but the tethering service itself does not; if you purchase the tethering app, it is a one time fee.

I work from home, with Wi-Fi, but landed a 2nd job babysitting full time. They do not have Wi-Fi in their home. I heard I can tether internet to a laptop from my phone while I'm there- but I'm unsure if that applies to all laptops, certain kinds, or ones with certain features.
