Yes, if you can create a connection with the phone. Sometimes a USB cable is all it takes, or adding a Bluetooth or Wi-Fi adapter to your PC. Then tell your phone to share its cellular data or act as a mobile hotspot.
Keep in mind that cellular can be an expensive way to get internet access so watch how you use it
All you do is go to the "settings" on the iPhone then look for "Personal Hotspot" turn it on and have the laptop connect using the Wi-Fi name and password on the screen.
If you can't find "Personal Hotspot" it may be disabled by your cell phone provider.
The Personal Hotspot feature is what you'd need to use.
