If you read the Terms & Conditions for unlock requests with your carrier, your account MUST be in good standing with the carrier your iPhone 7+ was being used with AND NEVER REPORTED lost or stolen. Therefore, they can deny your request because of a past due balance.
Once that past due bill is paid in full, you will need to wait a day to allow your carrier's automated systems to see that your account is in good standing before submitting your unlock request.
YOU WILL NOT BE ABLE TO ACTIVATE SERVICE WITH ANOTHER CARRIER UNTIL THE UNLOCK REQUEST IS APPROVED (& you complete the final unlock steps)!
In short, just pay off your past-due balance with your carrier & then submit your unlock request the next day to minimize headaches.
