My iphone 4s won't recognize my sim?

Okay.well, i bought this iphone from a lady off craigslist for 200$, and she said it works fine and that it was unlocked.
apparently not true.
i had my dad jailbreak it for me, with cydia, (it's a 'tethered jailbreak'. If i shut it off, it isn't jailbroken anymore. And that was a success, but it still won't recognize my sim. I do have the 6.1.3 update, unfortunately, and i think that might be why she got rid of it from what i'm hearing.
i spent 50$ on unlocking software ( http://iphone-unlocker-pro.com/ ) and had my dad try to unlock it but he said it was a complete waste and i can't do anything because of this new update apple had.

i got appcake and it's really glitchy. My camera works, safari works, apps work. I can't make calls or text, because it won't recognize my sim.
my phone service provider is family mobile through walmart.
