I forgot my passcode to my iPhone 5s?

So today i forgot my passcode and i don't know what to do i know the numbers it uses but i can't figure out what order there in the numbers are 0213 if that helps i just don't want to erase my data

So my iPhone's been acting up lately, mostly because of me having practically no storage left on my phone. Anyways, I wanted to put my school schedule as my lock screen. But when I tried to change it, it didn't do anything. I even tried changing the home screen. Nothing. I reseted it and tried again. Nothing. I even fully turned it off and tried it. N.O.T.H.I.N.G.
Any suggestions would help me out.

How To Copy Images From iPhone To PC?

I've copied my photos once from my iPhone to laptop and then after a while moved them to iPhone again, then deleted them from my laptop and when i try to copy the images again to laptop it only moves the photos which are in the Camera Roll. Is there a way to move the images that are not on the Camera Roll?

If the government has a department like the NSA filled with professional hackers, why do they need Apple to break the iPhone s encryption? Will it look bad if the government hacks the phone themselves?

By the way, I'm not taking anyone s side here. I understand why Apple is reluctant to create this "back door" to bypass the iPhones encryption. And I know that hacking the shooters phone could answer so many questions people have.
