IPhone 4 screen won't swipe or turn off?

MY iphone screen won't swipe to unlock or turn off. I have googled and googled for the past couple of days and tried everything. Nothing! I tried resetting it by holding down the power and home button several times, I tried leaving it off and even tried erasing my entire phone and started over but still nothing. Everything still works, it rings and gets texts. Since the phone is locked with a passcode I can't even use voice control to get into my phone. Is there anything else I can do without having to pay $$$ to get it fixed?

Why does iPhone not have the option to require a password to turn the phone off?

When someone steals your iPhone, the first thing they do is turn it off, not allowing you to use the GPS function to search for the phone. This means you have 0 time to get a rough idea of where your phone is, as this may still be very useful in tracking your phone.

Is it because:

1. They not thought of the idea
2. Apple wants stolen phones in order to increase sales
3. It's a stupid and pointless idea to begin with

What are the chances of my iphone working after water damage?

Last year i jumped into the pool with my iphone 4s in my pocket got out about 30 seconds after i realized it was in my pocket and turned it off, left it in rice for 48 hours, never turned back on. Yesterday i was trying to take an underwater video of my little sister who just learned to swim so i put my lifeproof (waterproof) case on my iphone 5s, but having not used it in awhile didn't realize that it wasn't going to work. After about a minute in the pool i realized something was worng when it started saying "this charging accessory is not compatible with your iphone nor something of that nature. It was probably in the pool for a total of about 2 minutes before i tried to turn it off, but as the screen was too wet to slide the bar i hard powered it off my holding the top and home buttons simultaneously until it shut off. I shook out as mush water as i could, but seeing how much longer it was it was in contact with the water than my 4s a year ago i fear it might be done for good, but maybe the 5s has better water resistance. Regardless i've got it in a sealed container of rice and am going to leave it there for at least 36 hours before attempting a charge and boot. Any thoughts on survival chances?
