How to use hotspot on iphone5?

I don't understand why I don't even have the hotspot tab… I want to connect my iPhones Wi-Fi to my tablet. I have cricket, does cricket make you pay for personal hotspot or something?

I press on the phone app but it doesn't have the option of setting up a greeting or anything and when i call voicemail all you hear is the beeping noise.

Ok so right now I have planned to meet a guy at a sprint store where i'm buying an iPhone 5s from him. I've gotten the imed and checked it and its all clear. Are there any other things I need to do before purchase. I'm buying the space grey 32gb version from him for 310. I'm replacing my s4 cause I hate it and otherwise would be stuck with it till sept of next year. Will I need to pay to have the phone put under my number and transfer contacts and stuff. Another thing is my mother is the one who pays the phone bill and knows the account info so should she need to go ahead and be there or can they preform it without her. I really just mean touch screens in general. Literally, every person I see has a touch screen phone, even if they're not iPhones. I do not understand how everybody is affording these! Also, I see people with food stamps carrying iPhones. Even if they saved up for them, shouldn't they have saved their money for food, so then they can stop taking taxpayers money? I'm all for helping the poor, but the system is being abused more than ever. Grr!
