IPhone got damp and no longer charges

Last night, I accidentally dropped my iPhone 4 in the toilet. It's in a Griffin Survivor Case so I was relieved to find that it still functioned perfectly and that on removing the case was barely damp at all. I then continued to use it until it fuilly ran out of battery, then put it on to charge. All was going perfectly, charging normally, until it got to 18% when an error message popped up on my screen. Unfortunately I accidentally closed the message before I got a chance to look at it so I have no idea what it said. However, after the message appeared the phone stopped charging and had the "fully charged" little logo thing in the battery on the top right of the screen. I didn't think much of this and just left it overnight, hoping it would start charging again. In the morning, I used up the remaining 18%, but now when I try to charge it nothing happens whatsoever. The "conect to charger" logo still appears on the screen when I try to turn it on but nothing happens when I connect it to a charger. Any idea how, or if, I could fix this?

When browsing certain sites form my iPhone, I need to hide my real IP provided by the carrier (USA). I need, for example, a European IP. Tried some proxies, but all of them do not work. Is there any convenient solution… The best if it's free also.

What camera for pictures of sunsets?

I play a lot of golf and want to take pictures of the beautiful sunsets I see! But my iPhone won't capture all the different colors and clouds, it just doesn't do it justice ever. How nice of a camera do you have to get to take a high def photo that will capture the scene you saw?

I found a iphone 5 on its factory settings?

I found a iphone 5 on its factory settings i could tell its been used alot as its been damaged (still good tho i mean as in scratches) but if i were to give it to the police can they still manage and find the owner? If not so, should i just keep it?

Added (1). Well i did activate it and its blank its just like a new phone but i'm using it currently but if it could return to the owner i will gladly give it to the police (but if the police is just gonna ceebs it then ill keep it)

Can a motorola surfboard 6141 (white) modem be setup by an iphone 5?

First-off, i don't have a PC to set it up with. WHAT IF… I connected the iphone's Lightning cable to the modem's usb port -- then with my iphone's browser, navigate to my isp's modem registry, and so on… I'm trying to avoid my isp's ridiculous setup fee! Thanks for your time.

Added (1). BTW. I have an apple tv, that will be hardwired to the modem for now, since i don't have a PC or a wireless router (Temporary).

My Iphone will only work on charger and won't let me turn on Wi-Fi?

Yesterday my iPhone randomly turned off and wouldn't turn back on. Then it finally turned on when I put it on the charger. So when it's on the charger it kind of turns off and back on here and there. But right when I take it off the charger it turns right off. And it will not let me connect to Wi-Fi. Like I'll bring up the Wi-Fi screen and it won't let me switch it from off to on.
