Can someone use my unlocked iphone 5 if i reported it lost at at&t but i only have the cheap insurance that replaces my phone but they can't track it. I just wanted to know if the person that found it or stole it can use it if its already unlocked?

I have a Verizon iPhone 4S and I use a neter pro/Gpp witch is a sim unlock so I can use t-mobile which I currently am. The problem is that I wanted to use the ios 7 beta but the unlock only works with ios 7 beta 4 and below.iTunes won't let me install beta 4 i get error 3194. How can I get beta 4 on my iphone?
Added (1). I don't care about warranty or anyof that stuff and I know whatim doing also I won't pay for the registration scams.
My iPhone is loaded with applications, music, messages, etc which was synced by one of my computers. That computer contains all the stuffs that I usually sync to update the contents on my phone. Just recently, I bought a new computer with fresh iTunes and I was just wondering what would happen if I sync my phone to the new computer? Is it possible to transfer all the apps and files on my iPhone to the new pc?

Awhile back my brother purchased an iPhone 4 from my co-worker. I witnessed my co-worker using the phone so I know that it was working. After the phone was sold my co-worker said the back was shattered and the phone is not 100% working condition. My brother bought it anyway. This day my brother is complaining about the phones performance saying that it's my fault and I screwed him. My fiancé also has an iPhone 4 and she was going to give it to my brother for free but she found some messages showing my brother's disrespect towards her and she decided to give the phone to her father who needs a phone… What do y'all think about that?
