Were unable to complete activation on iphone 4s?

I had IOS 7 beta 3 on my phone but I had issues with my phone and verizon so in order to fix my issue thay asked me factory retore the phone. When I go to restore my phone, it woudnt restore so I restored it back to IOS 6.1.3, The issue was wit hthe cel towers being down in the area.

so I decided to go back to IOS 7. Now I'm stuck in activation issue on my phone.

NOW i followed the correct steps only to get when I go to downgrade back to ios 6.1.3, The iphone could not be restored. This device isn't eligible for the requested build. So I'm stuck in the activation screen and I can't get to my main phone to make calls. Help!

note the firmware that I'm using is that of 6.1.3 FOR the iphone 4s and it gives me that error message

Why are my computer and iphone so slow?

Ever since last night apps on my iphone 4s have been slow, videos on youtube take forever to load or won't load. My computer won't let youtube videos work. I checked my computer for any type of virus or malware and nothing shows up! I have dish for my computer btw. And Verizon for my iphone 4s. Why did this happen all of a sudden? Its driving me crazy not having a fast working phone. And I just want to go on youtube on my computer. Please help me.everything is fine on my computer except youtube. But 80% of the apps on my phone are SLOW
