Can I buy a locked Iphone 3/3s/4 off ebay and use it with T-Mobile?

My fathers phone is old and broken and he has a job as a business owner and delivery man that requires many phone calls throughout the day. He ONLY needs to call, no data service or texting, maybe Wi-Fi(not necessary)

Question is, can I buy a locked iphone off ebay and use it with my family T-Mobile plan? (No data needed, I keep getting articles about data this and data that on the web)

Added (1). To the guy who said we NEED data plans, the three S3's on my plan DO NOT have a data plan, is an iphone special?

Added (2). *Ok to solve another point, my dad is an old asian dude who can't 1/100th of the english language, so no data or texting! And again My S3 I have has no data plan, why am I required to have one for an iphone?

WHY CAN'T MY IPHONE CONNECT TO Wi-Fi?

Okay so ever since yesterday morning my iPhone randomly wouldn't connect to Wi-Fi. It's an iPhone 4S and will not work for any router. Like it just can't find a router when searching for one. I've tried resetting my router and everything and nothing will work!

Also everyone in my family has iPhones and everyone can connect besides me.

Last year in ninth grade, I had a classmate. Let's call him Teddy. And we were friends and English partners, but we weren't close or anything. He's a really sweet guy. I go to a different school this year though, so we haven't seen each other for a year. And one of our mutual friends (Let's call her Aly) sent a iPhone group message with her new number, but I got confused and texted Teddy asking if it was Aly's new number. Teddy texted back saying no it was not Aly it was Teddy. And he asked who I was and I told him. And then we had a nice long convo about random stuff. And then a couple weeks pass by, and I really don't expect him to text me, because we were never that close and it's not like we see each other anyway. But today he texts me saying "hey <my name> :-) ". Which was a pleasant surprise. But why would he randomly text me and start a convo? He is just being friendly right? I just find it strange, because most of the guys i know don't usually start texing conversations. And me and him aren't even close.
