I've jail broke my iPhone 4S via evasi0n, and is now at iOS 6.1.2. Whenever I try to uninstall a cydia app, it's gone. But when I restart my iPhone, or it resprings it's back. How can I stop this?

I'm currently on my dad's plan under AT&T, I don't have an iPhone.
I want to switch to my mom's plan under Verizon. She has an iPhone 4 and she's been on her plan alone for about 8 months. She has unlimited data, texting and calling. How much would it be to add another line (I guess it would become a family plan?)? I would also want unlimited everything, would I have to pay for that? I how much is an iPhone 4S with a contract? I used to be able to plug my phone in then just drag my playlists into the phone. I've always kept the phone settings on manual so I can manage the music myself. Now, since I've updated to the newer version of iTunes, I can't drag the playlists over, or the individual songs within it. It's driving me insane

If I choose "reset all settings" on my iPhone after backing it up on iTunes, will I be able to use it for a little while and then if I sync it with iTunes it will go back to all the settings I had? Including Restrictions and Wi-Fi network preferences? And will I have to enter the apple id password anywhere to do this?
