I'm thinking about buying iPhone 4S 16GB from GumTree and want to meet the person who sellls it, but what if the person will report it stolen and block it? How can I prove I bought it?

If i could transfer all my costly paid apps such as Minecraft, N. O.V.A, Real racing 2, Infinity blade 2 and more. But the problem is. I haven't saved any on iCloud. Is there still a way i could transfer them?
My cousin gave me his At&t iphone 4 at the moment it has no service. If I was to restore it would I lose the ability to still access Wi-Fi and download apps? It was unlocked by At&t and never jailbroken.

I've had my Iphone 4s for about a year with AT&T and my contract is about to expire. Is it possible to just take my phone to sprint and start a contract with them? Or does my phone only work with AT&T? It would save me about 10 bucks a month on my phone bill.
