I won't be calling anyone or making texts but I'll probably be using Wi-Fi? Will I get charged just for taking my phone to a different country even if I don't use it at all?

I had blocked someone on a twitter but i went on the computer to veiw their profile and accidentally favorited one of their tweets but i immediately unfavorited it after. Do they still get notifed on their Iphone that i favorited them or they can't because i blocked them? Please answer as soon as possible. My iPhone is louder than my laptop. It's terrible.
It's 0752 so it can't be all the beighbours downloading and my computers turned off, the router is just sat there as normal, nothing has been changed but the wireless connection on my iPhone is really slow. I'm using it in the same room as the router. Any ideas what it could be?
Happens all the time, in and hour or two I'll try it and it will be fine.
