Possible to have an iPhone without a data plan?

I got a message from AT&T saying that all smartphones are required to have a data plan and that if I continue "using a smartphone on this line" then a data plan will be added automatically.

My dad has an iPhone too yet he is able to not have a data plan so I'm confused about this.

We can't afford the data plans, and I only use the internet on Wi-Fi, so is there any way to avoid this at all?

Added (1). I'm not looking for a cheaper data plan, I just want to know if it is possible to not have one at all.

Call ATT and ask them what they mean by the message. Have them explain it to you. If you doo not like what they say, then get a no contract plan that includes everything… Like Straight Talk or T-Mobile… They have plans for unlimited everything for 45 dollars or less.

I think this used to be the case, but AT&T has a 49.99 plan now with no data (Wi-fi only).

Oh the irony! Are you on a contract? If not, try T-mobile. It is 30 dollars a month or so for talk and text only and can be used on anu gsm phone.

I have an older t-mobile which is no longer offered. My plan doesn't require a data plan, so I'm grandfathered with my awesome & cheap plan.

As far as your dad, not sure how he is apparently getting away with it. Maybe an oversight.
