Should any tax plan that lowers rates for corporations only give that rate for companies who do business and employ workers in the USA?

Neither does Apple because the iPhone is made in China too.

Yes, the law should be targeted to improve American business, not inflict pain on 99% of us.

Exactly, over the 50 years of the Democrat 'great society,' the Democrats have raised taxes and regulated AMERICANS, to force good paying blue collar jobs OUT. Look at the attack on clothing manufacturers and others driving them overseas and then Democrats have the stones to blame the victims who were chased out of America.
