If the GPS is on, and it can connects to the internet via Wi-Fi it can report it's location - if it's been set up to do so.
*GPS is a receive only signal that the device uses to triangulate it's position on the earths surface - on it's own GPS does not/can't transmit any info from your phone!
The phone does have GPS.
