Some1's tryin to scam me on $650 thru a paypal invoice.what do i do?

He was a new ebay seller with 1 seller rating. He had a 55' a 65' an $400 ipad an $500 iphone for sale. He asked to write me a paypal invoice for a buyitnow price after I inquired (as he wrote send me offers in the add)
it was shortly written, an had the name usedelectronics Nashville which seems suspicious.
I got the invoice, it was written as 'service' with tvs model number written in the notes section. Vizio 55" 240hz led 3d tv.
it was supposed to be perfect condition, i aasked for a new invoice but he never sent, nor any reply in 2 weeks now to multiple emails an ebay emails.
now his listing is removed, as they do when things are yanked from ebay for being a bad seller, or if he did so. An hes no longer listed as being a ebay seller(an only was since dec 13th.
I can still see the tv in my watch list on ebay but clicking on it says the listing is no longer viewable an has ben removed(id hoped to copy an paste that to send to paypal resolution center.)

now I see I can't even click on any transaction id to open a case, as I suppose it doesn't count as an item as he had tried putting as a service. What bs!

luckily the charge was from a credit card. In fact I hoped to use bill me later but that wasn't enough to cover the whole $650 so it charged the entire amount to credit card.
its my moms husbands card(with a different last name an state address by the way)
still unauthorized for a family member isn't exactly covered.anyway since this is so much $ i'm very concerned an would like any info anyone can offer.
I could open as a unauthorized tranasaction or call ebay an paypal. What should I do?

This is an off-eBay transaction. You chose to forego eBay's buyer protection when you engaged in it, so you can't go crying to eBay now.

You can't open an unauthorized transaction case on Paypal, since you authorized the transaction. Your mother's husband may be able to, and also may be able to do a chargeback. In either case, you would be reported to the police for fraudulent use of his credit card.

Dude, you've been scammed. Nobody to complain to, you're out the loot.

I would write paypal. That's what I did. It took a long time to get back but, I did.

And i'm suppose to pay the 25 dollars each month for 24 months which the total is: 750. Am i getting scammed? Cuz that phone is out dated. This is at consumer cellular. There they are charging 750 for the iPhone 6s. So why are they charging me that much money for my iphone 5s when i can get the iphone 6s the same price. Makes no sense.
