Technical help needed, huge windows 7 error loop?

Okay so I recently updated my iPhone to IOS7 without realising that I needed to update iTunes on my laptop (running windows 7 home premium 64 bit) in order to sync my phone and add songs ect.
So I decided to update iTunes but the installation crashed (it had downloaded just not installed) midway through. I turned my laptop back on to find iTunes had disappeared, so I decided to download the new version from the apple website, it had downloaded however when it began installing an error popped up saying a programme was installing and I had to close the application which was installing but there was no such application? I had no option to cancel, at which point I decided I had to do a system restore, to find that not only was there no back up recently but All backups had been deleted! I then tried to open chrome for technical help, but the icon (pinned to my task bar) would only fade away and nothing would happen, I decided to try restarting my computer to see if that would work, but then my computer would not start? Windows would not load and I was stuck on a black screen with only my cursor to stare at, I had to option to hold down the power button and turn my laptop off the hard way. When I switched it back on, i had 2 options, either start windows normally or the recommended startup repair, I chose the latter because I figured I didn't really have an option, it then told me I had to restore my computer but as I said before this is impossible as there are no back ups! I clicked it anyway hoping something would happen only to find my computer is now forever 'attempting repairs'.

I have no idea what to do, I have searched and searched the internet without finding any help, please someone tell me anything that I can do, even a factory reset? I just don't know how I could do it!

Yes I would try a fresh install of Windows 7, sounds like the crash messed something up badly and it would take ages to figure out and fix. Just do a fresh install of the Operating System.
