Gonna have to be a bit more specific. Where did you check the IMEI? Are you trying to move it from one network to another? If you're using your phone it IS activated.
You won't know until you check with the carrier it was on originally.
It's possible you forgot to pay your bill, or the person you bought it from did not fully pay off the device. Best to call 611 and tell them what's going on.
