Why is Paypal charging me more for selling an item than necessary?

I sold an iPhone for $485 on eBay, and I know Paypal's fee's are 2.9% + $.30 for selling an item. So it should be $14.37 right? No, it's $19.22… Why is it like $5 more than it should be? Help!

Added (1). It was an international payment, so it was 3.9% instead plus $.30 so I got my answer. I called up and they gave me credit for the issue though.
