Will I be able to use my iPhone 5 outside the USA after my contract expires?

I have a contract with Verizon that is about to expire in a few months. I'm wondering if I can be able to send it to my sister in the Philippines and still work over there if she inserted a Philippines sim card. Or do I have to jailbreak or unlock it?
