Apple only let's you update to the newest version of iOS, when iOS 5 was around you could downgrade, with iOsS 6 this isn't possible anymore. If you wan't iOS 6 there's no option sorry, you can only update to iOS 7.0.3 for now.
If you have already been on iOS6 and have SHSH blobs then yes, otherwise apple doesn't allow it.
If youre still running ios5 or even older, yes you can update to ios6. Youll need to download it from another website as apple won't let you, and make sure you get the ipsw file that matches your phone. When its downloaded go to itunes, hold shift and click update, it will let you choose the ios6 ipsw file.
