Can you use apps that require Wi-Fi without Wi-Fi in airplane mode?

I'm going on a plane ride and would really like to use my Pandora app but it requires Wi-Fi and the plane doesn't have that. I don't know if it matters but I have an Iphone 4s with cellular data

Obviously not. How can something work without Wi-Fi when specifically it "requires Wi-Fi". Airplane mode means the phone is not connected to the internet thus NO phone, text, streaming, in short no cellular data available. You can do everything else that does not require Wi-Fi including listening to music stored under "Music".

Pandora streams the music so you must have an active connection via Wi-Fi or cellular. It does not download the music. Even if the plane did have Wi-Fi which costs extra, at this time then forbid any streaming service such as pandora. If you have some mp3's you've download, you can use the music app

Pandora requires Wi-Fi or cellular data to stream the music. If there's no Wi-Fi available, then you can't use any apps that require internet or data. You can only listen to whatever music you have in your phone when there's no Wi-Fi and its in airplane mode.
