How to save iPhone contacts to iCloud?

Each time I do and refresh iCloud I still don't see the new contacts.

Will contacts save without SIM card? I just got a used IPhone 6 and I want to put in the contacts so I can use it soon. I'm getting the SIM card tomorrow, so I was wondering if I put my contacts in now, would they be saved and still there when I put my card in?
Why does my iphone save contacts that i deleted? I've deleted contacts from my iphone but when i type their name when writing a new text, their contact information shows up.
