If I buy an iPhone from ebay will I be able to use it?
Assuming I don't buy it and activate it, will I be able to use it (except from texting, calling, etc) on Wi-Fi? Or will I be locked out until I decide to pay $30 a month to get it activated?

If you buy a phone from ebay, there's a 98 percent chance that you will be able to use it on Wi-Fi. But if not you will have no other choice but to purchase the 30$ activation fee to get it activated. But i believe that you will be able to use the phone off of Wi-Fi.

If you buy it on eBay, you will have to call to get it activated and use the serial code as they can't do it in the store.
- What's the chances of actually being able to get a iPhone on eBay for really cheap? There are listings where the bidding starts at 99 cents. I just found one where nobody has bid on it yet, but it still has about 23 hours to go. What's the chances of getting an iPhone 5 super cheap like that from an eBay listing? As the time goes down will more people start to bid? If the seller has good reviews then does the chances of them trying to scam people go down? Or can a seller have fake reviews like you can buy followers on instagram?

I went to the US in 2006 and my cell phone did not work when I was there - someone told me that not all phones work in the USA and visa versa.
