The lock screen will not register any touches, will not allow me to answer calls, texts, or anything at all. I do not know if this is normal for an iCloud backup but if it isn't how do I solve this?

I have a IPhone 5s and I can't send pictures to anyone that doesn't use imessage, why is this and is there anyway to set my phone to send pics to all phones and not just imessage users?
I really never understand the iphone storage.
It says it can't take any more photos because storage is full but the next day i can somehow take photos again which i find to be extremely strange, why is that occurring and has this happened to anyone else? Is storage automatically freeing up itself(this sounds highly unlikely and strange)
Thanks in advance if anyone knows why this is happening! And also how can my storage even be full when i have around 3 gb left?
I had a shower and put my phone on a side and when I got out of the shower a bit of water dripped onto my phone, I thought nothing of it as it was a tiny drop and I have a screen protector on, I went to get a towel and came back and dried my screen, about 10 minutes whilst I was on my phone the screen went grey and showed the lines and the circle it then went back to normal and about 5 seconds later it showed the lines and the circle again and now they are on the screen all the time, they are extremely noticeable on white backgrounds and they look as if there permanently there as they never move around, I belive its water damage and have had a look online and it said to put it in a pack of rice for a few days, is there anything else I could do to revert the damage or not
