How to recover all my deleted photos from iphone?

I'm getting a new phone today and i have $480 to spend on it. Which one's the cheapest and which one's the better phone?
IPhone has set the passcode on by itself. I don't know the passcode and I don't want to reset the phone as it has important stuff on it.

if i set manually the time does not change and just stays at the time i set
if i set automatically it will not connect to my timezone (London)
restarting hasn't changed anything
just updated to 8.4, that hasn't changed anything

Added (2). i just restored it to factory settings and the time is STILL wrong
I want iPhone. Not Samsung or Nokia.
Just wondering what exactly is the meaning for input and output on a charger?
My iPhone charger is:
Input: 100-240v
Output: 5v-1a
My car charger, is:
Input: 10-30VDC
Output: 5v-2a
Another question is that the charging time for both is the same but from my understandings, the iPhone wall charger is 5 watts, and the car charger is 10 watts, so why do they have the same charging time? Isn't the car charger supposed to be faster since the watts is higher?
What do the differences between the input and output mean?
So, I've always had Androids, I'm trying to add music to my sisters iPhone 5 and I'm so lost. I figured out how to upload it to her iTunes, but can't figure out how to get to it from her iTunes on her phone? Is there a way to drag and drop it into her phone how I do on my Android? I'M So CONFUSED

I have a new iPhone 6, coming from an iPhone 4s. I have AT&T btw. In the top left it shows i have bars, and then the LTE or 4G symbol shows up, but when I try to use safari or anything web-based it says I'm not subscribed to a cellular data service, or "could not activate cellular data network". It works fine on Wi-Fi, but why won't it work on LTE or 4G.
I had over 1,000 pictures on my IPhone 5 and I was running out of storage so I decided to delete them all (even from the recently deleted file) but before I did I put all my photos on Google Photos. They were All there and then when I went back to Google Photos only about 50 pictures were left. I was wondering if there was a way to get all my pictures back.
