I can't get into my locked notes?

I have an iPhone 7 with the latest ios update and i can't get into my old locked notes. I enter the password and it says its incorrect and touch ID won't work, even though its switched on. I've also tried resetting the password in settings and it still won't work. How do i fix this?

Right now safari is practically nonexistent on my phone, except for when an app needs to use the internet it pops me over to safari, but safari requires an internet connection but most of the time I'm not near Wi-Fi when I'm on my phone. I bought a pair of $160 Razer Hammerhead for iOS earphones for my iPhone X Max, only to find out there's a fault with the wire/DAC that's degraded the audio quality to one that sounds like something from a pair of $20 earphones. The fault was already there from the moment I started using it and that I used it before registering the product. I was told I might have also been sold a pair of counterfeit earphones, or the way the packaging is designed actually stresses the cable as you pull it out from the packaging.

I do not want to spend another $160 for another pair of identical earphones just because they won't replace my current one under warranty.

Added (1). They were purchased online from a retailer who then mailed these defective earphones to my address.

Added (2). Can they sell your details to 3rd party companies? I just ticked all boxes about receiving newsletters, latest gadgets and discounts. I only want offers from Razer, not 3rd party companies as it will clog up my email address.
