How much does it cost to repair a water damaged iPhone?

A little over a month ago my dad had his iPhone 5C in his pocket and he fell in the lake and damaged the phone. We put it in rice but it's completely dead. On average, what's the cost to repair it if I take it into a store? I don't want to take it to Apple because I know it will be really expensive, but I found a place nearby that offers to fix damaged phones. You can bring the phone in, and they give an estimate to see if they can fix it and how much it'll cost. But before I take it in, I'd like to know about how much it might cost to see if it's worth it.

IPhone 4 was stolen. How do I lock it if I'm nowhere near it so the thief won't be able to use it?

Added (1). I know who has the phone. Trying to find some time to confront the man that stole it but I don't want the service provider to switch it off. I want the thief NOT to be able to use it in the meantime. People at the Apple Store I can do that myself (lock it from where I'm) but were unable to tell me how.

I didn't know where my phone was in the house, so I called it. When I found it I found a text that I didn't send to the same number I called the phone with before. Except I didn't send the texT. I think the text was sent a minute before I called but I can't be sure because it says the text was sent at 7:13 and I think I called at 7:13 or 7:14 but the call went through and the ringer went off without a problem. I wasn't using the latest OS so I just updated. Should I be concerned about having a virus?
