Is it possible to avoid errors 3194 and 1601, when downgrading?

I'm attempting to downgrade my Iphone 5 6.1.4 to 6.1.2 so I can jailbreak but so far every method I've tried leads to errors 3194 and 1601. I've got to the point were I'm prepared to pay a trustworthy website to jailbreak my phone. So if any knows any methods or sites, please help!

P.S I've tried appleunlocker and its Bullsh*t

Resize Text Based on Browser Window?

I'm not a web designer and have only a moderate knowledge, but I'm trying to code a mobile website and have run into an issue while checking the header of my site on iPad, iPhone, Windows Phone and Android, due to the huge resolution difference.

Is there a responsive code in either HTML or CSS to allow for dynamic text resizing?

Added (1). I need to have the text based on the browser windows due to resolution differences in mobile devices.

The settings which make a mobile site look nice on the iPhone and iPad are grossly over-sized when viewed on an Android device due to the Retina display which Apple uses in their current mobile devices.

If the text was able to fit to width, my headers would no longer cause side-scrolling on the lower resolution Android screens (if designed for Apple products) and would allow the text to be readable on Apple products (if designed for Android/Windows Phone products)

I dropped my iphone 4 in water what should i do?

I dropped it in the toilet by accident don't laugh at me.
I dried it off with a towel and had a heart attack.
The ringer is working but the up and down buttons for the sound are not which is weird. I tried to play music but no sound came out. Sound comes out for texts/ringer though! Volume on videos do not work.
I have my phone in a bowl of dry rice now! Help? Anything else i can do? Why does the sound not work for videos and music but work for the ringer?

Added (2). I tried plugging in earbuds as well and no sound came out, the little bar with the circle you can slide up and down to change the volume wasn't there.
