Is this phone unlocked from the carrier?

I'm purchasing a used iphone, and the seller does not have the same carrier as i do. The seller claims that he had went to a different country and called on it 2 years ago. Does that mean it is unlocked?

No it does not mean it is unlocked. You might want to email the person, or call to see. But from what you're saying there's no way to tell.

Only if they put a sim card from a different carrier than the he normally uses. If all he did was international roaming, all phones will do that, for and extra charge of course.

A call made on it 2 years ago means about as much as the color when it comes to its carrier status. You need to get an adult to help you with this.

No. Phones don't have to be unlocked in order to be used in other countries. That's called roaming. Expensive, but not impossible.
