Skype on iPhone when abroad?
I live in the UK and have travelled to Australia for 2 months. I know that I should keep data roaming off to avoid a huge bill when I return, but in my hostel they offer 1 day Wi-Fi passes, which I have got. What are the restrictions with this, in terms of not paying any more than the 5 dollars for the pass? Can I use Skype, Facebook and Twitter to TYPE to friends and family? And can I also watch videos or make a call from my iPhone to my dad's PC back in the UK, or will that cost extra?
There aren't any restrictions on what you can do, once you are on Wi-Fi. The only problem you may run into is that the Wi-Fi could be slow or unreliable (I encounter that a lot when I travel).
Assuming it works, yes you can use Skype and other apps to type to your family. You could even use those apps to do voice chats or video chats, and to watch videos, etc. If the Wi-Fi is working well enough.
Nothing will cost extra, because the Wi-Fi isn't set up that way - once you have the pass, you can use it for a day, period. The hostel doesn't know or care which apps you are using on Wi-Fi or what features of those apps you're using.
As said in the other answer Wi-Fi is Wi-Fi… Try finding a cafe or bar that has free Wi-Fi
